The rule will affect about 5,000 companies, other transport 30,000 and one million farms. A percentage of them shall, from 2010, to obtain insurance.</p>

<p style="text-align: justify;">&#8220;The Environment Minister, Cristina Narbona, was gratified by the presentation of this bill, the tenth presenting his department in this term, &#8216;which looks to comply with a constitutional provision by which all citizens are entitled to enjoy an appropriate environment, &#8220;he said.</p>
<p style="text-align: justify;">In the press conference after the Council of Ministers, Narbonne justified the appropriateness of the law because 25% of the surface of Spain is ranked as a special area of conservation, including within the Natura 2000 network, &#8216;and by the apathy that has produced so far in the pursuit of environmental damage &#8216;. Just recalled that the Government and the Government of Andalusia and has spent more than 75 million in repair work for damage caused by the rupture of Boliden tailings pond in Aznalcóllar (Sevilla). A party shall sign, before 2010, a financial guarantee (which shall not exceed EUR 20 million) to cover possible damage to the environment they commit.</p>
<p style="text-align: justify;">Within this group, companies whose potential environmental risk is estimated at two million euros must sign a financial guarantee (guarantee or insurance). Be exempt those whose damage is below 300,000 euros or using plant protection products for agricultural purposes, whereas if the damage is between that figure and 2 million, the company is exempt if it has an environmental certification ISO 14001 or EMAS . Also exempt government contractors and public works, provided that the latter have an environmental impact statement.</p>

<p style="text-align: justify;">Until 2010, the Environment develop a methodology to calculate the damage it may cause a company to the environment or biodiversity. For the creation of that model to the public company responsible Tragsatec conducting two pilots in the chemical industry and a pig farm, both located in Catalonia.</p>
<p style="text-align: justify;">The law, which the Government intends to enter into force on 30 April will not have retroactive effect and will affect the damage that was done after approval. 			<content:encoded><![CDATA[<p style="text-align: justify;">The Spanish are, along with the Cypriots, European citizens are more concerned about climate change and global warming, issues of concern to the vast majority of citizens of the European Union (EU).</p>
<p><span id="more-108"></span></p>
<p style="text-align: justify;">&#8220;According to a Eurobarometer survey published today, seven out of ten Spanish is very concerned about climate change, while 23 percent feel some anxiety and only 7 percent say not worried at all.</p>
<p style="text-align: justify;">At European level, half of the Citizens are very concerned about this issue and 37 percent say partially pregnant.  By region, the southern European countries, most affected by phenomena such as drought, are the most frightened by climate change because, after Spain and Cyprus, listed here, Malta, Greece, Portugal, Romania and Italy.</p>
<p style="text-align: justify;">In addition, Spanish citizens are more aware in Europe which has negative impact on the climate the way we produce and consume energy in their country because 63 percent of respondents consider that the effect is very harmful. Most Europeans know, moreover, that climate change will force them to change their energy consumption habits in the next ten years (76%) to be fitted with equipment that consume less (72%) and prices energy will grow significantly (68%).</p>
<p style="text-align: justify;">As alternatives, EU citizens resoundingly favor renewable energy, with 83 percent of the respondents was in favor of imposing a minimum percentage of such sources in EU countries, a figure that rises to 90 percent in the case of Spain. This will be one of the issues that the EU leaders will discuss at their summit this week will meet in Brussels after the European Commission proposal to set a binding percentage of 20 percent use of renewables by 2020.</p>
<p style="text-align: justify;">The 27 are divided between advocates of making it mandatory that goal-among which is Spain, and those who prefer to be only voluntary. Nuclear power raises, however, the rejection of 61 percent of Europeans believe that their use should be reduced, compared with 30 percent who believed the opposite.</p>
